The West Coast Mainline North has not seen significant modernisation since the 1970s, requiring a large-scale, multi-disciplinary asset renewal. As the assets reach their end of life, the route will need significant work, opening up a strategic opportunity to be more efficient by taking a holistic approach to the renewals programme. Following an initial fact-finding phase, it was decided a business case was required to make the case for a programme approach and set out the programme definition.

  • Completed a discovery phase to update the strategic narrative and option descriptions while identifying key activities and milestones for the OBC.
  • Once the OBC commenced, we established the Critical Success Factors & Principles for the Trilink programme.
  • Led the development of and delivered the Management Case; including embedding project management principles, stakeholder engagement, governance, risk management and programme plan to define how the programme will stand up.
  • Performed market research and specified and managed performance, capacity and economic analysis, contributing to the Economic Case.
  • Hosted a range of workshops engaging industry partners, facilitating collaborative work across the industry to reach agreed decisions.
  • Used our industry knowledge and expertise to tailor our approach and outputs to the needs of Network Rail, Operators, DfT and wider stakeholders.
  • Worked with PwC, Atkins, Ramboll and Network Rail to accelerate the process of developing outputs, leading to a consistent and extensive OBC.
  • Developed detailed, best-practice analysis to create a compelling case for change and a clear plan for the next phase of development.
  • Developed a bespoke Preliminary Access Strategy through novel analysis and early stakeholder engagement, setting out a new and wholesale approach to engineering access for Trilink and the industry.
