The Red Line light rail system in Jerusalem – currently operated under a PPP contract – was to be integrated with the newly procured Green Line. Because of this, an early hand back had to be organised involving all infrastructure and rolling stock assets. The client asked us to provide expert advice in the form of technical due diligence.

  • Developed a Due Diligence report which assisted the client in their understanding of the technical findings.
  • Reviewed and assessed the condition of the assets (infrastructure and rolling stock), focusing on:
    • Trackwork
    • Rolling stock
    • Overhead Catenary System and Power Supply
    • Maintenance Depots
    • Civil Infrastructure
    • Obsolescence Management
  • Advised on the nature, scale and likelihood of specific risks materialising and the cost of mitigations.
  • Tested the robustness of maintenance management and rectification proposals developed by the PPP consortium partners, advising the client about next steps.
